Formation of the City Council

Five municipal groups

On 15 June 2019, the formation of the current Viladecans City Council was celebrated, according to the results obtained in the local elections of May of that year. Five political groups obtained representation on City Council, and the 25 elected positions on the Council were distributed as follows:

  • Partit dels Socialistes de Catalunya: 13 councillors
  • Esquerra Republicana de Catalunya – Acord Municipal: 5 councillors
  • Ciutadans: 4 councillors
  • Podemos Viladecans: 2 councillors
  • Viladecans En Comú - En Comú Guanyem: 1 councillor

During the first session of the new government, the different political groups represented on Council and the mayor made speeches that can be consulted by clicking on the respective names:

Duties assigned by article 22 of law 7/1985

a) The control and supervision of government bodies.

b) The agreements regarding participation in supra-municipal organizations; alteration of the municipal term; creation or suppression of municipalities and entities referred to in article 45; creation of decentralized bodies; alteration of the municipal capital and the change of name of this or those entities and the adoption or modification of their flag, slogan or crest.

c) The initial approval of general planning and approval to end the municipal process of the plans and other organizing instruments provided for in urban planning legislation, as well as the agreements with the purpose of altering any of these instruments.

d) The approval of organic regulations and ordinances.

e) The determination of its own fiscal resources; the approval and modification of budgets, and the distribution of expenses in matters of its purview and the approval of accounts; All this in accordance with the provisions of the Regulatory Law of Local Treasuries.

f) The approval of forms of management of services and actions of municipalisation.

g) The acceptance of the delegation of duties performed by other public administrations.

h) The approach to conflicts of jurisdictions of other local entities and public administrations. 

i) The approval of staffing and workplace relationships, the fixing of the amount of fixed and periodic supplementary remuneration of civil servants and the number and work scheme of eventual staff.

j) The exercise of judicial and administrative actions and the defence of the corporation in matters of council jurisdiction.

k) The declaration of the harmfulness of the acts of City Council.

l) The alteration of the legal qualification of public domain assets.

m) Consensus on credit operations of which the accumulated amount, within each financial year, exceeds 10% of the regular resources of the budget -except those of the treasury, which will correspond to the accumulated amount of operations in progress exceeding 15 percent of revenue liquidated in the previous year - all in accordance with the provisions of the Law of Local Taxation.

ñ) Approval of works and services projects when responsible for their contracting or concession, and when not yet anticipated in the budgets.

p) All other matters that must be brought to City Council for approval by a special majority.

q) Other matters expressly confer by law.

3. The council is also responsible for voting on a motion to censure the mayor and on the question of confidence raised by said motion, which will be public and will be done by roll-call vote in all cases, and is governed by the provisions of the general election legislation.

4. The Council may delegate the exercise of its powers to the Mayor and the Local Government Board, except those set forth in paragraph 2, paragraphs a), b), c), d), e), f) , g), h), i), l) and p), and in section 3 of this article.
