
After two and a half years, the transnational PUMA network – Plans for Urban Mobility Actions – in which Viladecans has participated came to an end on the 31st December 2025. It has been two and a half years of intense collaboration and exchange of experiences – both at European level and locally in each of the partner cities –on how to promote sustainable mobility in medium-sized and small cities.
On the 12th, 13th and 14th, the final meeting of the project was held in the Slovenian city of Nova Goriča, bringing the project to a close. The main objective of the meeting was to share the conclusions of the project and the main results achieved both by each partner and at network level, and to define the next steps that will lead to the implementation of the Integrated Action Plans drawn up by each of the PUMA partners. The cities had the opportunity to present the Integrated Action Plan of other partners and thus gain a deeper understanding of how other cities have designed this plan to promote the adoption of sustainable modes of transport in their specific context.
In total, six transnational meetings have been held throughout the PUMA (the first in Liepaja, the coordinating city, followed by Viladecans, Zagreb, Gdansk, Larisa and Nova Goriça), which have provided first-hand knowledge of the projects that each partner city is implementing to promote sustainable mobility in collaboration with local stakeholders.
The Viladecans Integrated Action Plan, drawn up on the basis of contributions from the other partners at the transnational meetings and from the members of the URBACT Local Group, has as its vision the promotion of sustainable modes of transport (walking, public transport, cycling, etc. This document sets out three strategic objectives, which are subdivided into ten actions, as well as two cross-cutting lines of action dedicated to the activation of public space and raising awareness of the importance of changing mobility habits. These three strategic objectives are: discouraging the use of private motor vehicles, promoting sustainable modes of transport and the digitalization of mobility.
This Plan has been drawn up based on contributions from the URBACT Local Group, made up of personnel from different departments of the City Council (Communications, Digital Innovation, Citizen Participation, Communication, Gender Equality, Territorial Planning, Energy, etc.) and, in the case of the Extended Local Group, a diverse range of stakeholders from supra-local administrations, citizen organisations and associations, research and academic institutions, etc. The approximately 45 people who have reflected on and participated in the four sessions have contributed a cross-cutting approach to sustainable mobility, combining a more technical approach with a vision that emphasizes the more social and communicative aspects of mobility.
